At last there's an answer to who owns the movie rights to Pietro and Wanda! Kevin Feige told Hey U Guys that both Marvel Studios and Fox can use the Maximoff twins. Whether or not either of them will is another matter, of course, but that's still great news. Keep 'em crossed!
